Under the direction of the Secretariat Chief Information Officer, the mission of the information technology department is to ensure the Commonwealth a secure, reliable, robust, efficient and highly adaptable collection of digital and infrastructure services through applied technology, engineering and transformational investments.
As the Commonwealth of Massachusetts advances its mission to enhance information technology (IT) efficiencies and effectiveness, we are looking for a Director, IT Field Engineering to assess, design, deploy, monitor and continuously improve upon the Executive Office of Energy and Environmental Affairs (EOEEA) regional technology posture. Leading a small team of field engineers the Director will work as a key leader in the Secretariat CIO office and closely engage with facilities and our agencies to apply broad and deep technical knowledge to accomplish goals.
The Director operates in the capacity as a field Chief Technology Officer representing the interest of all the EOEEA agencies. The EOEEA-Director's primary role is to support all regional facility technology solutions. The EOEEA \"field\" consists of 350+ locations outside of the core Boston Campus and presents unique technology opportunities to improve our citizen interaction with fish & wildlife, conservation, environmental protection, recreation, public utility, agriculture and energy solutions.
The Director is a member of the strategic IT organizational pillars working to transform the delivery of IT services and secured availability of data within the highly unique EOEEA Secretariat. Always in mind is the impact of climate change to our critical infrastructure and the responsibility to establish a multi-faceted, multi-year mitigation and improvement plan.
Working for the EOEEA Secretariat Chief Information Officer, responsibilities may include the following:
* Manage highly complex and critical technology projects, including a strategic network and telecommunications initiative across the EOEEA regional landscape
* Act as a liaison to the EOEEA facility team and participate on project teams where facility design, development and reconstruction is critical to success
* Develop, deploy and maintain \"smart\" edge computing and citizen engagement solutions
* Serve as an escalation point for resolving issues, conflicts of priority and obtaining decisions for managing the impact of change
* Identify deficiencies and provide achievable solutions to accomplish EOEEA short and long-term facility goals
* Participate in the change management process with the Commonwealth CTO
* Assist the EOEEA CISO in developing system documentation and a response plan for regional security controls aligned to the NIST SP800-53 publication
* Facilitate and participate in regional security audits using all aspects of the control policy, including internally and externally managed applications
* Assess the safety and potentially hazardous work environments as it associates to field technology solutions
* Provide guidance and hands-on system administration with change control for critical agency applications, including a Secretariat emergency notification system
* Manage, recruit, develop and retain direct report and project team talent, including contracted vendor relationships.
Qualifications
Qualifications:
* Bachelor's Degree, preferably in networking, facility technology design, telecommunications, information technology, computer science, electrical engineering or related field of study
* 7-10+ years working within a highly complex, technology centric organization
* Minimum 5 years working with regional and interconnected technology solutions
* Minimum 3 years working in a hands-on engineering or technology architect role
* Exceptional strategic thinking, creative, problem solving and analytical skills
* Knowledge with some experience telecomm and virtual network/computing environments, VMWare preferred
* Experience in the industry of energy or environmental affairs is a plus
Requirements:
* The role will require 60% travel to the various EOEEA sites
* Actual work location is flexible based on the where the candidate is located; it will be determined during the recruitment process
MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.
Substitutions:
I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.
II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.
III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.
IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
