To carry out these activities, OISrsquo Cybersecurity Academy (Cyber Academy) was established and tasked with providing a training framework, governance, and leadership necessary to enhance employee awareness and specialized role-based training opportunities for agency personnel as mandated by the Federal Information Security Modernization Act (FISMA) of Contractor support is needed to mature and enhance the Agencyrsquos Cybersecurity Awareness and Role-Based Training Programs and establish a cybersecurity-specific proficiency assessment and Individual Development Plan (IDP) program. The objective of this call order is for OIS to utilize contractor services to support our expanding workload for developing awareness training for agency personnel, as well as specific role-based cybersecurity curriculums and training all personnel occupying Position Descriptions (PDs) mapped to the NICE Framework and establish the groundwork for establishing cybersecurity-specific proficiency assessment and IDP programs. Technical Skills-Skill-YearsLevel of Experience Mandatory-Cybersecurity training strategy-1 NIST SP 800-53, NIST 800-16, and FISMA-1 NICE Cybersecurity Workforce Framework (NCWF)-1 Cybersecurity awareness training-1 Role-based cybersecurity training-1 Cybersecurity proficiency assessments Individual Development Plans (IDPs)-1 Preferred Project Management-1 Job Responsibilities SSA requires contractor support services to Support Cybersecurity Awareness Training Program Develop and enhance the delivery of cybersecurity awareness content to all agency personnel. Identify and enhance mechanisms for collecting, monitoring, and analyzing qualitative and quantitative performance measures on the effectiveness of awareness training, activities, and published content. Identify and implement improvements to awareness training content, delivery mechanisms, and processes to achieve greater effectiveness, efficiency, andor automation. Support Role-Based Cybersecurity Training Program Develop role-based training, curriculums and learning paths mapped to National Initiative for Cybersecurity Education (NICE) Cybersecurity Workforce Framework (NICE Framework). Enhance OISrsquo Communications and Training Portal and online footprint in order to deliver new training resources to agency personnel. Review, enhance, andor develop role-based cybersecurity training specific to unique NICE Framework work roles in support of mandatory role-based training requirements. Identify and implement improvements to role-based training processes to achieve greater effectiveness, efficiency, andor automation. Establish Cybersecurity Proficiency Assessments Individual Development Plans (IDPs) Develop processes and procedures, as well as templates, for assessing staff proficiency in cybersecurity-specific competencies and skills. Define organizationalNICE Framework roles undergoing proficiency assessment Identify skills and competencies to be assessed Map new skills and competencies to roles Support assessment of current cybersecurity workforce based on proficiency Develop and publish roadmaps to upskills and manage learning experiences. Monitor and track learning experiences. Define processes and procedures, as well as templates, for implementing cyber-specific IDPs for OIS staff that leverage results of proficiency assessments. Develop automated proficiency and IDP templatestools to facilitate ease of use and supervisorstaff adoption. Assist with garnering executive stakeholder buy-in, communication and collaboration with management staff, and overall implementation and adoption of cybersecurity proficiency assessments IDP program within OIS.
